The following six messages appeared on iTheta. Bernie Littman was excited about getting his incorrect "illegal pc" label removed and crowed to the heavens about it. He directed interested traffic to Church of Scientology Los Angeles's staff member Steve Drabin, who got in trouble for Bernie's emails. Steve Drabin came over and together we drafted a sort of retraction to correct certain items the Church of Scientology wanted corrected.
About a year later, I found out that a few months after these emails went out, LA Org Case Supervisor Annie Palmer (the one who Bernie writes accolades about, and the woman in charge of my auditing progress at that exact time) requested in a private dispatch to LA Org Ethics Dept that Bernie Littman, myself, and Steve Drabin be Comm Ev'd for this. A Comm Ev (Committee of Evidence) is Scientology's kangaroo court where you get in serious trouble. The Ethics Officer at the time did not see merit in Annie Palmer's request and so did not order a Comm Ev, but I consider it extremely odd that Annie Palmer would want to punish Bernie for writing the good things he did about her and her organization.
On Sept 5, 2001 I received a nice ack from RTC on a report I had written regarding illegal PCs.
Today I received auditing for the first time in over 10 years, and I am NO LONGER an illegal PC!

First I got a lot of VERY NICE ACKS on my last post. One even had a picture of flowers! I really appreciated the acks.
What I did not communicate was that this was not just a personal win but a third and fourth dynamic win, as the adjudications on whom is an illegal PC now appears to be based more on the many LRH references on the subject. I have heard from several people that persons who have been denied auditing for years are now getting approved by the Senior CS Int Office. Even better, so one does not have to WAIT on a long petition cycle, the CS at LA Day is now approving people that have been denied auditing for years. I personally know of three myself who have been approved by the LA Day CS but there are more. I have seen one letter from PC Acceptance Review Officer (HFA) Senior CS Int Office to Senior CS LA Day which is VERY encouraging.
Pilots do occur at LADay, and no other org appears to be operating this way... yet.
This brings the question "What is the new standard?" I can't answer this as I have only seen part of one letter and there may have been more than one arbitrary found. However in HCOPL ILLEGAL PCs, ACCEPTANCE OF HIGH CRIME, LRH uses the term "wreckage" as in "It is not up to Scientologists to salvage the wreckage created by these professions..."

So anyone who might have been unjustly labeled illegal can petition Senior CS Int Office and wait or you can get the pc folders over to LA Day and get an adjudication in a few hours, or days if some points need to be sorted out. The LA Day Tech Sec told me that a long petition is not needed just a statement of the facts regarding why the person was illegal. If the person is turned down then one can present a longer petition with commendations, contributions, etc. but all of this is often not necessary to be accepted.
You might also want to bring your new selectees directly to LA Day if you are concerned they might be unjustly labelled an illegal PC. You might also want to bring in someone that previously you would not because you thought they would just be labeled as an illegal PC.
To give you an idea of the magnitude of this win, I had confirmed from one mission holder that his mission was turning away 50% of the people who came in as illegal PCs. I have actually heard on a third-hand basis figures of a far higher percentage. To quote LRH from Freedom Mag. May 1969 (page 392 tech Vol 8) "In the absence of workable psychotherapy wide drug addiction is inevitable." So if we were making the only truly workable psychotherapy unavailable to 50% or more of the population ...
Also from HCOPL 14 Dec 70 GROUP SANITY "Letting people INTO the group at large is the key to every great movement and better culture on this planet. This is the new idea that made Buddhism the strongest civilizing influence the world has seen in terms of numbers and terrain. They did not exclude. Race, color, creed were not made bars to membership in this great movement."
So flow your people to LADay. The faster the org booms, the faster this should go to all orgs and missions.

In my last email I mentioned that I was not the only one who had written reports on the illegal PC policy and it's adjudication. There is a Clearwater field auditor who spent over a thousand hours researching this policy to find a large number of LRH references that pertained. He wrote several very long reports and persisted for years in trying to get a duplication of LRH’s true intentions on this matter.
This person is also one of the newer members of Itheta and deserves some acks. He would really love to get one with a picture of flowers*! Many of you know him. His name is [name omitted to protect the innocent] at [email address removed].
Also, LA Day, where they are accepting guys and gals who were previously unjustly labeled illegal PCs is really smoking! I will see if I can get the stats for you.

I had posted before about how I was adjudicated as not an illegal PC by the Senior C/S at LADay.
Today, approximately two months after sending my petition to Senior CS Int office, I received this reply.
"I am happy to inform you that your illegal pc status is cancelled ..."
Now I could have waited for the last two months on the decision from the Senior CS Int office but I did not and I have been receiving auditing almost every day at LA Day where the Senior CS has been hatted and decided on her own that I was NOT an illegal PC. IT HAS BEEN GREAT! ALL OF THE THINGS THAT I COMPLAINED ABOUT FOR YEARS THAT I WANTED HANDLED AND WERE NOT HANDLED ARE NOW READING AND BEING ADDRESSED! HURRAY FOR THE GOLDEN AGE OF TECH!
Also today I saw a friend of mine who after being denied auditing for many years was about to go into session at LADAY. I took particular pleasure in seeing this as he has been a major contributor to CCHR and the IAS over the years and he has had his L's paid for all of these year but could not do them or any other auditing action for that matter.
LA Day Org, where their CS was one of the first to be hatted on this matter, has GI stats and Auditing hours in the chair in AFFLUENCE!

My husband and I have received several queries lately asking what the arbitraries were in the Illegal PC area. It is not our business to forward what arbitraries WERE, and any discussions of such can too easily fall into the arena of verbal tech.
What I can do is provide a list of references that you should read. If you read these references and possibly do some Falsa Data Stripping, you should be able to find out for yourself what arbitraries may have been applied.
In HCOPL/HCOB 7 August 1979 FALSE DATA STRIPPING LRH writes "When a person is having difficulty in an area or on a post, when he can't seem to apply what he has 'learned' or what he is studying or when he can't get through a specific drill or exercise in his training materials, you would suspect he has false data in that area or on those materials. If he is to use it at all effectively he must first sort out the true facts regarding it from the conflicting bits and pieces of information or opinion he has acquired. This eliminates the false data and lets him get on with it."
One auditor who FDSed me in the past had the correct viewpoint. I'd had such a short session (about 3 minutes) and had blown only one datum and after session was bemoaning the fact that we hadn't gotten far on our (long) program when she said cheerily "One less false datum on Planet Earth!". Instant VVVGIs! What a gal!
Since that time, I have used FDSing tech with abandon on any subject -- anywhere, anytime. It is a fabulous tool!

I’m sitting here with Steve Drabin, Tours Reg of LA Day Org, and Bernard Littman. The purpose of this email is to straighten out some misconceptions that have been circulating.
On 8 December 2001, Bernard Littman wrote an email to iTheta Talk members about his new status of NOT being an illegal pc. He used the word “pilot” in the phrase “Pilots do occur at LA Day” and also remarked that “no other org appears to be operating this way”.
Though not intending to state that a “pilot” was occurring (he didn’t really know) his statement was based off his own observations. And unfortunately, word of mouth being what it is, the information he communicated has been modified by others into an idea that there is some “hidden data line” or that a “pilot” or “special project (supervised by Int Mgmt, etc.)” is occurring.
This is not the case. There has not been a pilot or special project or anything like that occurring.
The truth is that LA Day Org took the initiative to straighten out what appeared to be arbitraries the C/S found in the illegal pc determination of certain preclears. LA Day Org also found that there were others who had previously been incorrectly determined to be illegal pcs.
Operating solely on LRH references, LA Day Org has recently been reviewing certain cases on standard lines (a normal action for an org), and the result has been (in some cases) a reversal of earlier incorrect determinations.
This has been very good news for a lot of people.
So, if anyone else (or any org terminal or public) wants to clear up for themselves what LRH’s intention is in this area, then please read the appropriate LRH references on the subject (some of which are listed below).
